Every NBA team operates differently. There is no single correct way to manage your franchise.
Some teams tank. That means intentionally designing a losing team in order to maximize lottery odds. It’s a controversial practice, and some people don’t like it.
Some NBA franchises refuse to do it. At the same time, the results can be mixed. Some teams manage to stay relevant, while others end up on the mediocrity treadmill.
For example, take the Portland Trail Blazers. This team refuses to tank, but for years now, they’ve put together decent teams with no shot at a championship.
By contrast, the Miami Heat manage to stay relevant without bottoming out.
